By default WordPress does not display “Product Categories” or “Static Content Blocks” to menus. You need to enable them manually by navigating to Appearance > Menus and clicking on “Screen Options” on the top right of the screen. In the menu that pulls down, please check Product Categories and Static Content Blocks options.
